In Memory of Dylan Drapeau

The Suuthiand of Chicago has experienced a s of incaicuiable proportions. On
Thursaay right, July 20th, Dylan Drapeau was killed in dreadful, umnecessary, senseless
and totally preventable accident, He was only 17 years old, but already he had
‘aemonstrated his extroordinary sense of seif and enthralling musical and artistic falent fo
many, many peapl.

His car was struck a fhe dongerous infersection of 394 and Richton Road, it of
nunerous accideats, njuries and other fatalites i recent years. nsancly, this
Intersection has ro stop ight or even a stop sgn for fraffic fiyig by on 394. There are
rumerous other fhings wrong with this infersection,as well.

Dykan was a squeaky clean kid who never fook drugs or alcohal and was a very careful
ariver. He did everythingright inife, yet sl is lfe was cut short this ferrible nigh.
His wake was atfended by an overflow crowd of friends and loved ones and he was buried
he next day, Tuesday, July 25", The grief. pai and sorrow, these kst several days has.
been ainost unbearable

S0, who's to blame for this fragedy of tragedies? Is it the other driver? Ts IDOT fo

weting-to-happen intersections? L i the soupedt-up, macho, speed demon culfure we ive
7 s it just an unavoidable quirk of chance and circumstance? These questions beg o be
answered

There are stillongoing investigations, both by those whase responibiity it s 1o deve
into these matters officilly, as wel as by the family and friends of those imvoived. One
hing you can be sure of. We wil nof rest until ol the fucts are known and an absokrely
horough and horest ivestigationis completed. As well, our efforts will focus on fast-
tracking a genuine sokition to the constant danger of this dreadful corner.

We owe our conplete and urelenting efforts in this regard nat only fo Dykan and his
wonserful fanily, but to any other kid who may be in harmi's way due o foot-drogging,
negigence, indifference, bureaucracy, or kack of accountability. T wil drop everything and
devote my entire attention fo ths very serious matter. if that is what it wilfake.

at tnis fime. In fime, T confident llthe focts wil come out and some sort of closure,
hopefully, will be attained. In the meantime. wil ive every day of my e, cherishing the
mermory of Dylan,being close 1o their dear family and helping o see that this day of
reckoning s actuslized, as soon as humarly possible.

Already, T can el the power of his sweet heart pulsing in oy own and guicing me 1o be
more loving and resporsible o my own family. friends, associates and strangers, and for
hat, T am eternally grateful. T do regret it fook such an unbelievable rogedy for me fo
9T my own act fogether. But, T made a kfe-lang promise fo Dylan that T know I will keep.
L whispered it into his ear and kissed his now cold forehead, o his wake.

Never believe that the "chikiren of foday” are the cause of the problems we all see.
Adults are supposed 10 ook out for our children, teach them and guide them, and hisis
wnere the real falure s o be found. Their welfare, safety and proper development rests
in ourhands. This s our responsibilty and our socred duty, as it has aeys been.

'Most people donit quite relate U.S. prisons to government-sponsorcl
torture, We can thank the mainstream corporate media and politicians for
this. Since the 1960's and 1970's, they've persistently projected th false
image of U.S. prisons to the public as resorts where dangerous criminals ent
chips, lift weights, and watch videos all day, much like the falsc images

false images are sustainsble because the real world of prisons is & hidden

intcrests, and causes prisoners to suffer acute culural shock. Male prisoners'

prisons with me. The rate of attempted and sucoessful suicides is
unprecedeated compared with "normal” prison environments. I've witnessed
four attempts in my own 22-bed unit in less then two months—two in one:

Tortureis an official part of U.S, foreiga and domestic policy under

after interviewing U.S. soldiers involved in the scand, “the highest profile
cases in which the severest sanctions are sought consistently involve those

A Critical Perspective 2

My kolonial name is James Harvey, but I am known as Abdul
Olugbala Shakur. Iam a New Afrikan legal combatant, a
revolutionary political prisoner of war in the service of the New
Afrikan Independence Movement. T came to prison at the age of 18 i
for participating in an armed ambush of a group of white male sailors
in retaliation for the rape of a young Sista from our community. I am
now 43 years old and have been in isolation / solitary confinement
since 1983, and the last 17 years in Pelican Bay State Prison.

control unit prisons and the security housing units (SHU.) But from a
revolutionary perspective, since receiving this request I have seriously
contemplated my contribution to this most important conference. 1
asked myself, what can I possibly say about the control unit prison /
SHU that has not been already said or written? I would like to take
this opportunity o address an issue equally important and key to our
success as a Movement.

Weu-MwmmlncfivimhveyuwmchnlevelofpflmuJ
psychological and emotional maturity that would allow us to accept
criticize activists in the Movement or their methods. Instead of
cngaging in constructive dialogue, they become emotional, subjective
and reactionary and then we are ostracized for being professional
revolutionaries. Our criticisms are rooted in a concrete analysis of the
concrete conditions.

People, there are a number of critical, strategic and tactical errors
being made by the Prison Rights Movement and I would like to use
this opportunity to expand upon a few of them. My criticism in these
specific areas has fallen on deaf ears, but they are 100 important for me
to just drop. My first issue of critical analysis is the lack of New
absence is evident in every state. In California where the largest
‘prison population in the country resides, New Afrikan activists make
up only about 2% of the California Prison Rights Movement. 1 have
been critical of this absence since 1994, but to no avail. The
California Prison Rights Movement doesn’t even have a clue to the
significance of this issu¢, and their half-hearted attempts at reaching
out to the New Afrikan Community is indicative of their cluelessness.
Here you have a Movement 98% white liberals / lefists attempting
1o be a voice for the New Afrikan Community. If I was a government
official, | would pay this movement no mind. The fact that the Prison
Rights Movement in California lacks such a significant representation
of New Afrikan People is a clear sign to any politician / lawmaker that
this Movement has a clear disconnect from the New Afrikan
Communities. The Prison Rights Movement can / will not achieve its
‘major objectives without the New Afrikan Community support /
participation. 13

My issue here is the Prison Rights Movement's failure to develop a
specific plan designed to recruit more New Afrikan People into the
Prison Rights Movement, and this critical observation is not only
applicable to the California Prison Rights Movement. To the contrary.
this critique is applicable to the entire Movement.

The government understands that the vast majority of those
activists / volunteers who make up the Prison Rights Movement, don’t
live in the gang, crime and violence — infested communities and their
voices don’t represent those who do live in these communities. This
takes away from the Movement's credibility as a voice of concerned
citizens / tax payers in the New Afrikan Community.

Unfortunately, many within the Prison Rights Movement arc not
capable of grasping the significance of this observation. But most
importantly, the primary objectives of the Prison Rights Movement
such as: 1) Shutting down all control unit prisons / Security Housing
Units. 2) The abolition of the Prison Industrial Complex. 3)
Challenging the California Corrections Peace Officers Association
(CCPDA) and, 4) Establishing social and alternative programs, can /
will not be achieved without the New Afrikan Community.

So 1 ask, are you people serious about achieving the above.
objectives? Because,if you are, you must be able to comprehend the
clear distinctions between a correct strategy and an incorrect strategy.
The present stratcgy for the most part i incorrect because it lacks 2
specific method designed 1o get the New Afrikan Cmmunity involved
in the Prison Rights Movement.

The secondary aspect of this issue is the science behind developing
a method specifically designed to get the New Afrikan Community
involved in this Movement. I recently explained this to Kate Berrigan
of the California Critical Resistance. You can’t speak to the New
Afrikan Community the same way you would speak to white activists
volunteers. | ld her gang violence and murders arc ona pace to 4
shatter last year’s gang violence / murders in the city of Oakland. You
can’t go 1 these communities speaking about prison abolition or
shutting down control nit prisons. This language is not compatible to
the social realities they have o confront on a daily basis.

Many of our people live in gang-infestcd communitics and many of ‘
them have been affected by gang violence - directly or indirectly. The
lust thing they want to hear about is the abolition of prisons. Another |
relevant fact, 95% of New Afrikans in prison for violent crimes,
perpetraicd their crimes on fellow New Afrikans!

The point | am making is that when Prison Rights activists come
together to develop strategies and tactics, you must keep in mind, your
strategy as well as your tactics, must be flexible enough to address the
unique distinctions of cach target audience / community. And if you
fail to grasp the scientific process, the Prison Rights activists will
never be able 1o reach the New Afrikan Community and they will
never be receptive 1o the Prison Abolition rhetoric.

A Few years back, a New Afrikan Community activist asked me:
“Why should the community support the Brothas in prison, especially
‘when most of them will retum back to the community and engage in
gang and criminal activities?” Unfortunately, the Sista was on point.
Again, this is a significant observation. What she had expressed to me
was not an aberrant feeling. Her thoughts were reflective of the
community and there’s validity to her observation, especially as it
pertains to gang members. You can’t transform or rehabilitate a
gangster mentality with a GED / or some college program, or evena
vocational skill. All you have is a gang member with a GED, college

result of politically conscious prisoners or community activists. | am
not dismissing the significance of a formal education, and a job skill.
‘What I am saying is that these things alone will not eradicate the gang
/ criminal mentality. It will be up to us as politically conscious
prisoners 10 transform the gangster / criminal mentality. Even Comrad
George Jackson, W. L. Nolen, William Christmas, Tony Gibson,
Howard Tole, James McClain, Jeffrey Khatari Gaulden (just to name a

People, I try to avoid engaging in regurgitated rhetoric or beating
tolks over the head with the same story told. [ am a realist and that to

People, the theme of my statement is four-fold: 1) The Prison
Rights Movement needs to develop a specific plan designed to get
‘more New Afrikan People / Communities involved in this Movement.
2) Identify your weaknesses and strengths and act accordingly. 3)
Help us to develop a working relationship with the New Afrikan
Community which would allow us the opportunity to assist our
communities in order to resolve the gang problem. 4) Help us in our
endeavors to transform the New Afrikan criminal / gang mentality.

2 very important issue. At present, the California prison system is
engulfed by a major race war between New Afrikan prisoners vs.
Mexican and white prisoners. New Afrikan prisoners have been the
targets in over 300 race riots last year (2005.) In every one of these
riots, New Afrikan prisoners were out-numbered 3 to | and some times

But my major concern s, since 2001, this war has spilled over into
the streets. Southern California in particular, just three (3) days ago.
(7/1/06) a young New Afrikan gang member allegedly jumped out
of a car and walked up to three alleged Mexican gang members and
shot them all dead. One of these individuals was only 14 years old.
This was supposed to be in retaliation for the shooting death of two
alleged Crip members by alleged Mexican gang members

‘Warm greetings:

My name is Russell “Maroon” Shoats(z) and 'm a New
Afrikan political prisoner of war.
For over 34 years I've been locked up in so many 29
different prisons and jails until it would be too depressing to
detail.

Morcover, for over 25 years, the people who operate
these places have done their best to destroy me through
lockdowns in Control Units.

Now, to give you a brief idea of what that’s been like,
then just keep up with the news surrounding this country’s
treatment of its prisoners at Guantanamo Bay — or recall
Abu Ghraib.

Hard to believe, huh? Well, it’s true — and that’s “why”
we can defeat this practice.

With the exception of the forced closure of the former
‘Women’s Control Unit at Lexington, Kentucky and the
questionable changes made in the Ohio system, most other
efforts to close Control Units, have failed.

In the last 3 decades, they were “forced” to let me out of
Control Units for brief periods on 3 occasions: 1 faked being
crazy and was medicated and transferred to a mental hospital
— from which 1 escaped. 1 organized a year long rolling
hunger strike that was strongly supported by activists in the
streets — causing them to kick a dozen of us out of a Control
Unit in Pittsburgh. Finally, when thousands of fellow
prisoners burnt down another Pennsylvania prison in 1989,
their actions caused our jailors to exile 1200 of its prisoners
to other states, and 1 was implicated in that rebellion
(falsely) and also banished to the federal system.

Yet, everywhere | am sent, Control Units are used and so
I've spent over 25 years in them — and counting.

Although I was returned to Pennsylvania in 1991, I've
been held in its newer Control Units, since then.

Notwithstanding all of that, I've come to learn that
tiere’s really only one surefire way to defeat Control Units:
SUNLIGHT! 1t's simply because the clowns that operate
them are like vampires. They only respect and fear 29
EXPOSURE to their dirty deeds. The more exposure, the
more they run! Ain’t that what stopped them at Abu
Ghraib? And it has them on the ropes at Guantanamo. It's
not the courts, not a bunch of useless moral pleas — or
periodic demonstrations.

No, we have to organize a protracted campaign centered
on exposing the “torture” that’s practiced in Control Units
from coast to coast. Although we should “also” use
demonstrations, the courts, etc. — but only in support of our
‘main thrust.

To be successful, however, we “must” enlist and depend
on the Control Unit prisoners bringing their loved ones into
this struggle on our side! Otherwise, we will never muster
enough energy to turn up the heat and keep the pot
boiling. .. like in the past.

Getting most prisoners on board will be our toughest job.
Let’s face it: we lost the ideological struggle and allowed
this generation to become captives to the glamorization of
gangsterism — with limited exceptions. So, these gangstas
are not conditioned to do “anything” that requires them to
work or sacrifice for goals that don’t entail them making
‘money.

Therefore, we “must” require them to help by “first”™
bringing on board their loved one(s) before we’ll lend a
hand. Otherwise, they will “pimp™ our efforts to death!
(smile)

How? Simple: Set up an Emergency Response Network
(ERN) anchored by our few outside activists, that requires
any Control Unit prisoner(s) who needs to activate it — to do
it through a loved one on the streets. And don’t let any
prisoner tell you they cannot find anyone in the streets who
will help them! Since they can “always™ figure out a way to
do that when they want to get their “hustle” or jailhouse
“pimp” games on!

To circulate our offer, flood all of the Control Units with
‘mailings that has our ERN message “hidden” amongst some
non-threatening but entertaining information. 32

Such an initiative will guarantee a huge response from
inside; seeing as how all of the Control Units thrive on
abusing and torturing their prisoners.

Therefore, by “demanding” that Control Unit prisoners
activate our ERN through their outside loved one(s) sucha
mechanism will assure us of eventually building up a mass-
based effort, one that will be able to fuel and sustain a
protracted struggle — while being coordinated and directed
as to who, what and where they should direct their concerns,
in order to expose the wrong being done to their loved one,
and win some relief.

At all costs, we must gaard against falling victim to a
bunch of prisoners’ pleas that will cause us to try to shoulder
the ERN work without their loved ones. All letters for help
sent directly to our ERN coordinators MUST be sent back
with information about them getting “someone” in the
streets to directly activate our ERN.

Anything short of that will doom our ERN efforts from
the beginning.

Finally, let me say that we already operate that way and
it’s hard and a slow grind getting these prisoners to begin to
start fighting back. They’d rather try to file a civil lawsuit
(which is all but useless these days) or, they'll try to hire a
lawyer (about the same) or depend on a handful of activist
circles to try to help them. .. which we’ve leamed does not
work, either.

From the trenches of “windowless” control
unit cell, I come to you having been held in
control units now for the past 154 years. 3%
while T can confirm that I am not broken, I
must admit that these conditions have tested
the ends of my psychological development. This
fascist oriented government has replaced the
plantations of Amerika, with these high-tech
torture chambers we see today as control units.
After being bounced from one Indiana northern
control unit called the infamous (Supermax) I
ended up at the secured housing unit (S.H.U.)
in the southern part of this state.

For the past (3) years housed in this
unit, I can attest to the serious affects of
isolation and sensory deprivation these units
produce. (3) prisoners committed suicide in
the past (3) years. Some (8) to (9) prisoners
have been murdered here, but it is being ruled
as suicide episodes.) This is because these
men were taking psychological medications.
Prisoners subjected to prolonged isclation do
sxperience depression, despair, anxiety, fits
of rage, claustrophobia, hallucinations,
problems with impulse control, and an impaired
ability to think, concentrate or remember
avents

The history of political prisoners in the
U.S. is ultimately connected with the influx of
control units being built. - These control units
conditions became as harsh here at the .
Westville Supermax Unit in the early 1990's.
One prisoner cut Off half of his baby finger in
an attempt to expose what it’s like being
confined to an (isolated close confinement
call) for (23) or (24) hours a day. Many
political prisoners and prisoners of war are
being subjected to indefinite temms of
confinement in these units all across the
country.
speaking of war, while this fascist 3§
government continues to launch its illegal war
upon the Iraqi people, dropping 500 pound bombs
upon the resistance revolutionary fighters and
making the rest of the people collateral
damage, there has also been a secret war being
waged inside these units for ones’ humanity,
sanity, lives and survival. Not with guns,
bombs or bullets, but with unconventional
weapons, human feces and urine. Many prisoners
have become So mentally reduced - to a sub-
human state - that throwing body waste has
become the norm. This is a prisoners' only
means of retaliation to the verbal abuse from
other men around them. While I have personally
never been pushed into feces throwing, I have
my limits to what I’m willing to accept from
them.

On March 17, 2006, several officers
defamed my character, used racial slurs, and
provoked me into an act of self-defense. They
never put the pair of handcuffs on my wrists,
knowing I would respond to their provocations.

A lot of blows were exchanged. I was
struck first to my face and head. So, I
returned the favor. I suffered some cuts and
bruises and an injury to my right shoulder. In
this (1) episode, they sanctioned me to (3)
years in segregation on this unit. Since I
arrived on this unit, I have been through
complete hell, from having my mail thrown away
to being called any name from a monkey to a
Nigger. Bugs have been put in my food trays,
and a host of other related harassment has been
forced upon me.

I say that I'm incommunicado because
they’ve kept me so isolated from my family the
past (3) years. The last time I had human
contact with anyone was in 2000. I haven't
received a single visit from wy family in (3)
years. The system has successtully mace them
develop a sense of hopelessness in fighting 3¢
with me. So, 1 am alone in a lot of ways. 1
am on (12)months telephone restriction. So my
only means to the outside world is by mail that
may never reach its destination. This is what
incommunicado means to me.

For the past (3) weeks I was trying to
have a call made to solicit some legal
representation. On June 16, 2006 an attorney
-alled the facility on (3) different occasions,
but I was denied the right to talk to him.
That is what 1 call being held in complete
incommunicado. Mysteriously, the officers who
were responsible for denying the call, got hit
with some human feces by another prisoner, on
the next day on June 17%", 2006. In retaliation
to that, unit officers claimed I encouraged it,
so they squirted liquid human feces in my
mashed potatoes on my dinner tray. I didn’t
cealize it until I tasted (1) spoonful. This
one act threw me in a deep fit of rage, then
depression, now a feeling of hopelessness. I
must get away from here and soon, or there is
no telling the types of harm will happen here.

So I ask that anyone of you that can,
please join Peter in our “plan” to rally here
in Indiana on my behalf and other prisoners.
We’ll rally in front of the Commissioners
office and stage a press conference calling for
my removal from the (SHU) while exposing the
public to what prisoners are forced to go
through.

Comrades, friends, and supporters, I have
(2) civil law suits against this unit. They
are planning to get them dismissed because I
heed a lawyer, and I cannot afford the filing
fees for them both, which is $250.00 a piece.

almost funny? About (2) weeks ago, I was Lot
Off the unit to go visit the dentist. Being
isolated in this windowless hell, 1 almost
forgot what it was like to see cars and green
grass. So, I guess this is what sensory
deprivation does to human beings, warehoused in
control units. The movement against control
units needs your support, and the prisomer in
these units needs it, also.

I am always interested in hearing from

This letter is a call for help in getting
the media alerted to a new mental illness
created by Supermax prisons, called SEU
gyndrome, which is short for Special Housing
Unit Syndrome. You can look it up on the
internet. I was in a Supermax, in Boscobel
wisconsin.

I, and a few others, filed a lawsuit
contesting the conditions at the Supermax
conditions that were making pecple with mental
11messes worse. I have a mental illness and
w5 a result of being housed in that atmosphere,
gave me SHU Syndrome. I mean after I was
aamsed, beaten, dehumanized after 2 years of
this and 4 years of isolation in segregation,
it messed me up. 39

The judge ruled that no inmate be housed
in Supermax that has a mental illness. I was
one of them. See Jones-El v. Berge, 264 F.
Supp 2d 1096 (W.D. WI 2001) A Psych. Dr.
Kuepers found that inmates suffering from
mental illness were developing this new mental
illness, called SHU Syndrome.

Anyways, it makes people violent
explosive. I'm charged with reckless homicide
and 1** degree reckless injury from what
happened at an after hours party. There was no
reason to cause this homicide. Everyone says I
just snapped. No one knows why this bappened.

I was on the run or a delinquent mental
patient. I ran off from a mental hospital when
this all happened. I want the public to know
what Supermax prisons do to pacple. You put
them in ome with problems and they are ticking
time bombs waiting to go back into society to
explode.

T would appreciate it if you helped me get
the media’s attention to this bacause my case
will be the 1* one to ever use SHU Syndrome as
to why I was not guilty by reason of insanity
for a murder on the streats.

I need the media alerted because the
Public Defender’s Office doesn’t want to pay
for an expert witness on my SHU defense and the
judge said if I can’t get an expert to testify
about SHU and me having it, he won’t allow me
to present my defense.

80, in order to get an expert, I need
money that I don’'t have or the media, who'll
allow the public to see what’'s happening in
Supermaxes and might bring a doctor who can
help me.

With leaky boots, T set out to do my time. Preparing to wade
through the bullshit, and petty melodrama bickering of a
corrupted, senseless penal system. With the knowledge of: the
only characteristic separating them from us is they haven't been
canght vet.
Yet, slowly, but surely, I began to get turned and tossed 47
around by the many contradictions and catch-22's.

Eventually landing me in the crackerjack box of punishment,
so humorously deemed AD — SEG. I was put here by their
Kangaroo court, with no rule for burden of proof. 1 quickly
earned a “you're fucked” status, that locked me down for 26
months. Trapped with my own morbid thoughts. I began to
wage a war against the degrading circumstances of which I was
forced to live.

Never in all my life have I Seen such a dense collection of
incompetence and ignorance. Administration lead tours past
our doors, like a parade at the zoo, taking the kids to look at all
the funny monkeys. Using us to assure the judges, prosecutors
and society that they have all the bad people locked away nice
and tight. Yet, while they're busy making more space to lock
more inmates down. They’re asking the government for grants
for rehabilitation, that only the minimum and medium custody
yards ever see.

By August of this year, Idaho’s MAX will have turned half, or
‘more, of its prison into AD — SEG. They're locking them down
for simple fights — or the word of a rat.

'AD — SEG is a detestable solution for a lazy system, that
would rather lock people down rather than put excess thought

experiences in one prison in America, we all experience in every
prison in America. The physical and psychological assaults and

by a young soldier named Kevin (Rashid) Johnson. Johnson is held
hostage at the Red onion State Prison in Vizginia. While each

vary by degree and individual stories / reports, it all comes back
to the same “Reporting Events”

Ido not foresee the abolishing of a system where the state and
federal government has such an enormons political and financial
benefit. People have always been the collateral for any
govermnment. They are personal chattel by way of their names
being transformed into a transmitting utility, which creates a
colorable citizen as defined in the 14* Amendment.
Acknowledging and proclaiming this type of citizenship, places a
man / woman in the situation where the government can enslave
them under the13* Amendment if convicted of a felony. For those
‘whom have never been convicted, this govemmental scheme
enslaves you under the 13* Amendment, once you embrace and
use any of the government's granted privileges. This is called an

fundamental aspects: real (biological organism, sentient being,
substance, aliveness) and abstract (ego, mental concepts, ideas, the
“T" self of any person.) This situation is characterized in semantics

of tweaty inmates leave prison after serving s much as 20 years or more with no
vocational training, nor marketable job skills, no chance for a legitimate lfe and thus
they are forced to resort 1o crime for their daily survival. The prison st refuscs o
install computers in the prison library, claiming they don’t have the money. But they
spent some $25,000 to install an underground spriakler system on the prison bascball
field that inmates use 3 months out of the year.

information of his reactioas back to the company that manufacures the drug. That's
‘why s0 many healthy inmates in their 40's and 50's mysteriously die in prison while
on, or afler taking weird medications. They start an inmate out on a drug from a
particular company and frequeatly rotase that same name drug from a different
company. In many cases, the prison medical staff continuously rotates an inmate
onto a different prescription, mouth after month.
Mostinmates are neducated, don't know thei rights, nor how to bring such
mattersto a court. For instance, | was allegedly diagnosed with an enlarged prostate.
Yet, they prescribed several different high blood pressure medications for me, They
never did prescribe any prostate medication to me. n‘p

‘Notto forget the “clandestine death” sentence imposed via forcing a hea!
inmate into the poorly ventilated “boxcar” cell with a persstent cigavette smoker for
‘months or years a a time, untilthe non-smoker develops lung cancer, emphysea,
etc. The goverment ilizes this smoke-filled close cell environment to punish
“writ-writers” and outspoken inmates who fight the hell out of them in court and
through the prison grievance system. Comes to prison with a smal sentence for 8
‘minor crime and develop ung cancer, emphyser, ctc. And not o forget the young
guys who arrive with small semtences for minor crime and are raped by an HIV.
positive inmate and leave prison with the death penalty.

Even the grison elementary school program s 8 money scam. Prison officials
force mentally etarded, dyslexic and psychotropic drug patients who lack the
imellectual capacity and cognitive skills to comprehend the complexity of today's
‘math snd grammar. These guys are shackled 10 their school desk for lfe. And if
they refuse to attend school, they are thrown into the hole for months or as long as it
{akes to break their will and they agree to attend school again. The prison system
receives $4500 per inmate per year from the federal government. Despito that, &
state law prohibits forcing an inmate to attend school. None of those guys can read &
jaw book well enough to conduct research and find those laws.

My name s Jon "Rezz" Gresco. T am a member of the Shoshone-Bamock
tribes out of FY, Hall, Tdoho. Fm currently incarcerated here in Idsho's
Maximum Security Prison on a non-violent crime. T have spent year In solifary
confinement. Nothing compared to some who have spet upwards of 5 or more
years in there, stright. T couldrt even begin 10 fathom what that' like,
ithough T have a deep respect for thase who stay under dire circumstances. T
myself do my best 10 stay optimistic, regordless of the situation.
T'm labeled a violent criminal with psychopathic tendencies (according o the
lame-ass counselors.) What do they expect, when they (prisoncrats) place me in
a cell 1o live with known skinheads and then move me in with an Aryan/Nazi. And

Being a member of AIM and having the ability to unite peaple and lead U.S.
natives in here, in our form of direct action, is why I'm kept apart from other

Any time we leave our cells, we are cuffied behind our bucks
(except visits & medical appointments) & shackled, which puts
us in an extremely dangerous & defenseless position, allowing 4
staff member to cause very sexious injuries to us at any given
moment. Such is only done when a convict has recently been
physically combative towards staff, not as a mandatory rule.

There are convicts who've been here 3, 4, 5, 6 years as a result
of simply not participating in the prison programs, which they
use as & tool to gamish more revenuse from the state. Most
convicts who are forced to come here were sentenced to Seg. For
180 - 360 days. Even when a convict elects to willingly
participate in their programs, they make us do our Seg. Senteoce
first, then allow us eatry into their programs. This means we're
literally forced to be here beyond our Seg. sentence.

Normally when given Seg. time, we only do half of what they
gave us. However, when you arrive here we're forced to do all
of our Seg. seatence & some, which constitutes cruel & unusual

‘We're disallowed face to face contact visits with family &
friends; our outgoing personal mail is to be left open, leaving us
o privacy whatsoever; a light remains on in our cells
throughout the night, resulting in sleeplessacss, which leads to
various mental, emotional, psychological & physical problems &
is sleep deprivation; while on steps 1, 2, & 3 we're caly allowed
the Holy Book of our faith & 1 book a week from the prison
- library; the slightest rule infraction can result in one being here
‘months longer; there’s no set criterion for being placed here &
there’s no set time we must be here!

'WSPF has consistently violated various aspects of the
federally mandated settiement agreement of Jones-El & Johnson
v. Berge & refuses to come into compliance with the stipulations
of the agreements that were mandated by a federal judge!

They say we cannot ask family &/or friends for “gifts,” if
they're not on our visiting list. Also, according to the settlement
agreement, we’re not to be housed on “Alpha” Unit beyond 14
days. However, WSPF has mandated that we be held captive on
Alpha for a mandatory 90 days — whereas Alpha was designated
unfit for human habitation beyond 14 days! 56

The Prison Complaint System is a complete farce, for it is
designated to support the mentalities of staff & policies contrary
tons; we’re unable to see the natural sky except twice a week if
we elect to g0 outside in the “Dog Cages.” The ventilation
svstem does not produce authentic sir or adequate cooling during.
swmmer months. Alpha Unit is the only so-called air-
conditioned unit. However, when it’s hot outside, it’s just as
hot inside.

If we oppose our state, constitutional & human rights being
violated, we’re subjected to cruel & malicious prosecution of
some sort. We're not being “Good Boys” if we utilize the law
to oppose their violations of the law & we’re targeted when we
encourage solidarity among ourselves!

Routinely, certain elements of various cultures are deemed
“gang-related” &/or “security threats” such as braids, speaking.
native tongnes, religion, certain gestures, certain publications,
etc. There's absolutely no known, nor visual cultural diversity
mmfl,vmmnmmdm.

‘We’re allowed lotion (canteen) soap, toothpaste (no good)
carmex (canteen) shampoo (medical) yet we can’t purchase from
canteen deodorant. Sach is overt game playing!

Just as America, the Wisconsin DOC refuses to acknowledge
& deal with the rampant & condoned racism that's thriving
‘within its penal system. Wisconsin now has the highest
percentage of Blacks locked up in its prisons than any other
state. Undoubtedly their Supermax is comprised of mostly
Biacks & other non-whites, such as Latinos, natives & Asians.

without any rules infractions. We're requesting that WSPF
come into compliance with the Jones-El & Johnson v. Berge
